AEIS 指南：国际学生怎么进新加坡政府小学

AEIS（Admissions Exercise for International Students）是国际学生进入新加坡政府学校的入学考试。它和 PSLE 完全是两回事：只考英文和数学，不考华文和科学，而且数学考的是比目标年级低一级的内容。这一页讲清楚它怎么考、难在哪、以及一个很多家庭忽略的事实——通过考试不等于一定有学额。AEIS (Admissions Exercise for International Students) is the entry test for international students joining Singapore government schools. It is nothing like the PSLE: only English and Mathematics — no Chinese, no Science — and the Maths is pitched at the level one year below the grade applied for. This page covers how it works, where the difficulty really is, and one fact many families miss: passing does not guarantee a place.

一、AEIS 是什么1. What AEIS is

它是由新加坡教育部（MOE）主办、SEAB 承办的集中入学考试，用来决定国际学生能不能进入政府中小学，以及进入哪一年级。小学部分适用于申请入读 Primary 2 至 Primary 5。It is a centralised admissions exercise run by Singapore's Ministry of Education and administered by SEAB, used to decide whether an international student can enter a government school and at which level. The primary route applies to applications for Primary 2 to Primary 5.

注意：AEIS 的形式与要求近年有调整，尤其是英文部分改为先取得剑桥英文资格（Cambridge English Qualification, CEQ）再报考。报名前请务必以 MOE 官网与 SEAB 官网当年公布的细则为准。Note: the AEIS format has been revised in recent years — in particular the English component now runs through a Cambridge English Qualification (CEQ) taken beforehand. Always confirm the current year's rules on the MOE and SEAB websites before registering.

二、谁需要考2. Who needs to take it

持学生准证或计划申请学生准证的国际学生，想进入新加坡政府或政府辅助小学。International students seeking a place in a Singapore government or government-aided primary school.
新加坡公民与永久居民不需要走 AEIS。Singapore citizens and permanent residents do not go through AEIS.
读国际学校不需要 AEIS——国际学校自行招生，通常另有入学测试（如 CAT4 能力测验加校内英数测试与面试）。International schools do not use AEIS — they admit students directly, usually with their own assessments (often a CAT4 reasoning test plus in-house English and Maths papers and an interview).

三、两步走：英文 + 数学3. Two steps: English then Maths

四、英文这一关4. The English step

剑桥英文资格考的能力标准是 CEFR 的 A2 层级左右，考的是"能不能在真实场景里用英文"，而不是语法术语。四项能力都要练：The Cambridge qualification sits around CEFR level A2 and tests whether a child can use English in real situations, not whether they can name grammar rules. All four skills need work:

Reading：看懂通告、短信、简短故事，能从上下文推断生词。Reading: understanding notices, messages and short stories, and inferring unfamiliar words from context.
Writing：写短信、便条、简短记叙——重点是把意思讲清楚、时态一致，不是辞藻华丽。Writing: messages, notes and short narratives — clarity and consistent tenses matter far more than fancy vocabulary.
Listening：听日常对话与广播，抓关键信息（时间、地点、数量、原因）。Listening: everyday conversations and announcements, picking out key details (time, place, quantity, reason).
Speaking：要开口，和考官互动。这是很多刷题型选手最吃亏的一项。Speaking: an interactive session with an examiner. This is where children trained purely on paper practice tend to fall down.

时间上要提前算：剑桥考试有自己的考期与出成绩周期，必须先拿到成绩才能进入 AEIS 报名。把这段时间算进计划里，不要卡在最后一刻。Work backwards from the dates: the Cambridge exam has its own sittings and results turnaround, and the result must be in hand before the AEIS registration step. Build that lead time into the plan rather than discovering it late.

五、数学这一关5. The Maths step

AEIS 数学卷分两部分：选择题考概念的准确与速度；简答与解答题要写出完整步骤。全程不能用计算器，所以笔算的稳定性直接影响分数。The AEIS Maths paper has two parts: a multiple-choice section testing concept accuracy and speed, and short-answer and open-ended questions where full working must be shown. No calculator is allowed at any point, so reliable pen-and-paper computation feeds straight into the score.

题目用英文命题。对英文基础还在建立中的孩子来说，数学卷的第一道门槛往往不是数学，而是读懂应用题——"altogether"、"as many as"、"the remainder"、"twice as many"这些词读错一个，整题就走偏了。The questions are set in English. For a child whose English is still developing, the first hurdle in the Maths paper is often not the maths but reading the word problems — misreading "altogether", "as many as", "the remainder" or "twice as many" derails the whole question.

六、为什么数学考低一个年级6. Why the Maths is one level below

因为考试要确认的是"这个孩子有没有能力跟上目标年级的课"，而不是"他有没有提前学过目标年级的内容"。所以内容基准放在入学年级的前一级：Because the test is checking whether a child can cope with the target grade, not whether they have already covered it. The content benchmark is therefore the level one below the grade applied for:

别被"低一级"骗了。内容虽然低一级，但命题方式是新加坡式的——应用题多、步骤多、一题里套几个概念，而且用英文出题。很多家庭发现孩子"这些知识点都学过"，却还是做不出来，原因几乎都在这里。Don't be misled by "one level below". The content is easier, but the question style is Singaporean — heavy on word problems, multi-step, several concepts inside one question, and all in English. Families often find their child "has learned all of this" and still can't finish the paper; this is almost always why.

七、通过之后会怎样7. What happens after you pass

通过 ≠ 一定有学额。成功的考生会由 MOE 按学额情况统一分配学校，家长不能自己选校，也可能出现有成绩但暂无合适学额的情况。Passing does not guarantee a place. Successful candidates are posted by MOE according to available vacancies. Parents cannot choose the school, and it is possible to succeed in the test yet not receive a posting if no suitable vacancy exists.
分配的学校可能离家较远。安排住处前把这一点考虑进去。The posted school may not be near home. Worth factoring in before committing to accommodation.
入学后仍要修读母语。进入政府学校后，母语课（多数中国家庭是华文）是必修的，需要提前有心理准备。Mother Tongue becomes compulsory. Once in a government school, the Mother Tongue subject (Chinese for most families from China) is part of the curriculum — worth preparing for in advance.

八、怎么准备8. How to prepare

先定目标年级，再倒推内容。确定要申请 P3 还是 P4，数学就练 P2 或 P3 的 MOE 大纲内容——练错年级是最常见的浪费。Fix the target grade first, then work backwards. Decide whether you're applying for P3 or P4, then practise the P2 or P3 MOE syllabus. Preparing at the wrong level is the most common waste of time.
英文优先。英文既是独立的一关，也是数学卷的阅读门槛，投入回报最高。Put English first. It is both a gate in its own right and the reading barrier inside the Maths paper — the highest-return investment.
数学要练"新加坡式应用题"，不是计算题。重点是读题、画图（bar model）、分步骤写。Practise Singapore-style word problems, not arithmetic drills. The skills are reading the question, drawing the model, and writing the steps out.
练到不用计算器也稳。平时就把计算器收起来。Train without a calculator from day one. Put it away during practice, not just on exam day.
限时整卷模拟。选择题部分的时间压力很实在，需要练。Sit timed full papers. The time pressure in the multiple-choice section is real and has to be rehearsed.
